Most &quot;covered entities&quot; have complied to some extent with most of the Health Insurance Portability and Accountability Act (HIPAA) regulations, but security rule compliance remains low among healthcare providers, according to recently released results of the U.S. Healthcare Industry HIPAA Survey, sponsored by Phoenix Health Systems (PHS) and the Healthcare Information and Management Systems Society (HIMSS). 

Though the deadline for compliance with the HIPAA security rule passed more than a year ago, 80 percent of payers and only 56 percent of providers that responded to the Summer 2006 Survey have implemented the security standards, according to PHS and HIMSS.

Of those claiming full compliance with the security rule, gaps remain. Many &quot;compliant&quot; providers and payers could not confirm that they had implemented all key security standards, according to the organizations.

It has been argued that healthcare is the most regulated industry in the United States. However government intervention is not sufficient to address the accessability and privacy issues.</description>
