Exactly what is the private sector, market based solution that provides health care to poor children? Does the Heritage Foundation suggest a Medicare Advantage type program for children?

One problem with SCHIP--current and proposed--is there is no requirement for evaluation and no real goal. Without that, there is no way to press for efficiency. (http://www4.asq.org/blogs/healthcare) If the goal were preventive care, for example, buying health insurance would probably not be the most efficient choice.

As if our health care payment system is not hypocritcal enough, attempting to shoehorn desperately needed health care reform into what has been a pretty sound and relatively realistic program would seem to layer one hypocrisy onto another, possibly yielding either a stalemate that benefits no one or shapeshifter with unintended consequences. Rather than make SCHIP a rear-entry health reform program, why not keep this program's scope similar and then tackle health reform with 'eyes wide open'?

[...] SCHIP: Unfortunately this program to increase the number of children with health insurance has turned into political party line propaganda. Nina Owcharenko from Health Affairs Blog summarizes the debate quite nicely in SCHIP: It’s Not Just About the Children, “One side in the debate is using SCHIP (State Children’s Health Insurance Program) reauthorization to incrementally expand the role of government in the health care system. The other is trying to minimize the role of government and argues for a more market-based solution to the troubles in the health care system.” I have already given my opinion on SCHIP in another blog Learning to Value America’s Youth if interested.
