		<description>Nabarro talks about the crucial role that the UN must play in coordinating a global response to the next influenza pandemic. He also brought up the revised IHR which UN countries were supposed to have ratified by June 2007. One thing that fails to be mentioned whenever IHR is discussed is that the exclusive nature of the UN and WHO have rendered a global response to such a pandemic impossible. If non-member countries like Taiwan fail to be included in this global surveillance system, any and all efforts that the UN takes to ensure the health of all people in face of an influenza pandemic would be futile. Surely, past experiences with SARS and avian influenza have taught us that disease knows no borders. Do people seriously believe that Taiwan, a country isolated and barred from participating in the global health community, will miraculously be spared from the influenza pandemic?</description>

		<description>Shouldn&#039;t it be a bit disconcerting that in light of your comments about Ron Atlas&#039; remarks in Aspen and Zeke Emanuel&#039;s admonitions, that the HHS Guidance document (that you also refer your readers to) assumes we&#039;ll be able to cover the first 23 million - and (I guess) the next 17 million responsible for vital services without any problem? It appears to me that we are no more ready for serious discussions about &quot;trade offs&quot; than we were before we spent $5B getting prepared. We continue to believe that we can have it all and that we can save everyone.</description>
