		<description>I concur with  Charles Kennedy of WellPoint. Until we can make a compelling business case for RHIO&#039;s they will continue to meet with limited success. While on the surface they appear to be a good idea, the technical details and complicated legal agreements that need to be in place override any practical benefit at this time.:</description>
