There are various concerns over the current health care bill and President Obama's health care plans. Some of these concerns are that health insurance doesn’t equate with access or quality of healthcare. Since any adult in America could reject treatment; then health insurance mandate is an attack on the civil liberties of the American people and provides guaranteed revenue for the insurance firms. However, there are many more effective ways to raise revenue and contain costs than the current healthcare plan. What we lack here are not the resources or the ideas to implement such plans, but it is a lack of political will to implement a long term comprehensive plans that includes changes in the culture of practicing medicine.

And which social norms might those be? The ones that prevent Wall Street banks, brokers, and others who deal in other people's money from trashing the economy we all depend on and then blaming the government for too much regulation? The ones that make financial whizzes and "the smartest guys" alert to the fact that their growing bonuses and compensation packages are odius in the eyes of a population experiencing 11% unemployment? Or the ones that incent health insurance industry CEO's to moderate their compensation packages while their customers must shoulder ever-increasing out-of-pocket costs for medical and health care for ever-diminishing coverage and then file for medical bankruptcy?

If mandates are the precursor to the creation and internalization of "social norms," then the answer is clear as to how to fix up this economic mess and the resulting financial devastation to individuals and families for the last two years (and counting).

Orszag must mean that "social norms" work to change behavior, except when they don't.
